另一个意思，是根据 Uni在英文中真正普遍的含义是Bring together，即“把……合到一起”、“使……变成一体”，由此派生的词都有“合到一块”的含义，比如“联合”Unit、“工会”Union、“全世界无产者，联合起来！”Works of all over countries, unit！“联合国”United Nation等等。因此，rule不仅有“规则”的意思，更有“统治”的意思。这就是说，Unirule表达给外国人的实际意思是“联合统治”、“共同统治”。
天则研究所的网站堂而皇之地透露自己的资金来源：Unirule does not receive financial assistance from any government entities,and instead, is dependent upon social donations and provisional grants for projects from institutions in China and abroad. 长期以来，天则研究所的功能就是 CIA 通过外国基金会控制中国中国政界、学界、舆论界的“包工头”与洗钱机器。外国势力通过这样的渠道，以“联络站”、“培训班”+“政策交易所”的名义，外国基金会直间接向中国官员、“专家”、“学者”、“精英”塞钱，而同样的钱以“研究经费”、“咨询费”、“服务费”等堂而皇之的名义去行贿，就名正言顺了。
